Whats with the water?

k, I have a river in my map with the water there and every thing, the only problem is that the surface is white. When your under water it has all the effectes of different colors and slowing down, but if you look up to the surface all you see is white, or if you look down from above. If you know how to fix that please tell me. Or if you know of any places that can tell me how to do that list them.

the easyest way to do it is copy the scripting from a map that you want the water to be like, and go from there.

But once you do that, how do you make the area outside of the Water to be smaller? I exported and imported water to my map. But i don't want to use such a big amount of water. I scale it down and it looks like it worked. I save it and open it back up and it sounds like i am under water, but there is no water. What do i do to fix this?
