Its not getting them to use the weapon. I'm sure they would. It's getting them to buy the weapon that isn't happening. They arn't recognizing the new equipment sets. They usually pick LightEnergyDefault or HeavyAmmoSet. There is some function that pics a random set or something, but it is never called.

My guess: Its the AIObjective that determine the set bought.
My Other Guess: It might be an idea to edit the default sets.

Yeap, most likely a datablock problem. Probably bad file type for a shape, missnamed or missing datablock...things like that. If you post or PM me the code, I could probably find out what it is.
