Im not really sure that sandstorms are complete features; Ive never seen a map with one. As a loophole, try editing the snow texture under textures/special to look like sand. Then, crank up the wind speed and click "wind affects precipitation".

You don't need to change the texture for snow; it's only an alpha map. You can change the colour of snow in the editor just like rain. Also, you can change size and frequency, along with colour.

Though I would advise not making the wind too high, as it affects players and projectiles as well.

Actually, come to think of it, I'm pretty sure you can set direction of precipitation in its properties as well, but I don't have access to the editor so I can't say for sure.

i tried to create a sandstorm a while ago using snow and changing the color, size, and direction

try these as well
-add a looped sound for whistling wind
-add some layered fog, a general layer and then as best as you can, a slightly thicker layer close to the ground about 1m high.

ill have to get u a pic of what mine looks like. super cool.
